The Prevailing Question Is : Does Vladimir Putin Enjoy Absolute Immunity From ICC Criminal Prosecution ? It Does Appear That Modern International Law Provisions Apply - But, Again Russia And The United States Both Are Not Signatories To The Rome Statute Establishing The ICC. Therefore, It Presents The Scenario That A Recognized Russian Citizen Might Option To Arrest This Head Of State Person & Present Him To The ICC For Arrest And Prosecution. Russia's UN Membership Can Be Revoked & / Or Suspended Via The Charter Provisions. President Putin's Claim Of Law Denying Ukraine's Legal Existence Renders The Converse Option For A Founding Member To Challenge Russia's Status - Considering That Today, It Is Substantially Alien To The Russia, Who Was A Founding Member : The Question Of The Post-1990 Russia (Perestroika) As Being An Entitled Permanent Member Has Not Yet Been Raised ... Is Russia A Paid-Up UN Member Today? : YES.
